It is a mechanical pump that sends the fuel from the tank to the engine. I don't know of any pumps that are totally quiet, and suspect that engineering one would not be worth the cost. As far as fuel pumps go, I find the TB's to be about average in terms of volume. I think the issue is that, in older cars, the pump activated and primed when you put the key to "run" so it would be ready to start when you turned it. As such, it was often drowned out by the other "start up" noises (chimes, radio, etc.) and less noticeable. With push-button start, the car has no "warning" that you're about to start the engine so it primes the pump when you open the door and no other sounds are coming from the vehicle.
