Yes, that's a normal feature found on almost every vehicle with fog lights. It reduces light output when the high beams are on to avoid blinding other drivers.

Yes, in every car I've had with fog lamps, they were disabled by the high beams. However, as Sentient pointed out, in the TB turning on fog lamps also disables the auto high beams. This bothers me a bit as I generally like to use the fog lamps whenever I have the lights (low beam) on but if I do that I lose the auto high beam feature. It should just turn the fog lamps off when the auto high beams activate the same way it does when you manually activate the high beams.

And while we're at it, it would be cool to have an option to default the auto low beams to activate the fog lamps as well but I've never seen that option in any car.
